Welcome to Kindergarten Registration!
Enrolling in kindergarten is a milestone in your child’s life, as well
as your own! While navigating through the registration process, the
goal is to provide you with information required to make enrollment a
smooth and timely process.
The first day of Kindergarten enrollment for the 2008-2009 school year is Thursday, March 27, 2008. Plan to register your child at Carver Elementary School Scrim Auditorium
between 9:00 and 12:00 noon on that date. If you are not able to
register on the first day, you may arrange an appointment by calling
the District’s Registrar, Judy Mellick at (626) 299-7015 after April 14, 2008.
However, don’t wait!
Waiting unnecessarily to register may have serious consequences.
Students are assigned to their school of residence in the order of
their registration. The earlier the process is complete, the better
chance the child will receive an assignment in his/her school of
residence.

During kindergarten registration, a very large volume of calls and
appointments makes e-mail the easiest way to get a timely response.
Details are important! Complete all forms, gather original documents,
and make the required copies prior to your arrival at registration.
Incomplete or missing information will delay the child’s enrollment.
Who may attend San Marino Schools?
The only way to guarantee attendance in the San Marino Unified Schools
is to establish residence within the District boundaries. Please note
that there are a few residences within the City of San Marino that are not in
the school district. The District verifies whether a property is within
the school district boundaries with the Los Angeles Registrar Recorder.
You may check your address at this website: http://lavote.net/OnlineDistrictmapApp/ There are a few
addresses in the City of San Marino that are not in the District’s
attendance area, so be sure to check.
District
officials and/or the San Marino Police Department verify residency by
making home visits unannounced. When information is falsified or a
student is found not to meet the requirements of residence he/she will
be immediately excluded from school.
Can a child who is not a resident attend San Marino Schools?
A non-resident may only attend if the student has been admitted through the district’s inter-district attendance permit process (EC28204). Applications to SMUSD for inter-district permits will be accepted after May 1st for the following September.
When is my child eligible to attend kindergarten or first grade?
A child must be five years old by December 2nd of the year he/she enters kindergarten.
A child must be six years old by December 2nd of the year he/she enters first grade.
If my child does not meet the age requirements for kindergarten or first grade, can he/she be accelerated?
Because it is normally not in the best interest of the child, San
Marino does not as a rule, admit or accelerate under-age children.
California law requires a child to be six years old on or before December 2 to be legally eligible for first grade (EC Section 48010).
1. A child who was legally enrolled in an out-of-state
kindergarten (using that state's age entrance requirements), but who
does not meet California age eligibility for first grade, may, but is not required to, be enrolled by the district in first grade, on a case-by-case basis.
2. A child who was not age-eligible to enroll in public school kindergarten and yet was enrolled in a private school kindergarten for the year, may not legally be enrolled in first grade pursuant to California Education Code.
This child will be enrolled in kindergarten. The child may be assessed
by the kindergarten teacher and be referred to a Student Study Team
with a recommendation for acceleration to first grade if the child
meets the following State Board of Education acceleration criteria,
pursuant to Title 5, Section 200:

The child is at least five years of age.
-
The child has attended kindergarten in San Marino for a long enough
time to enable school personnel to evaluate the child's ability.

The child is in the upper 5 percent of the child's age group in terms of general mental ability.
-
The physical development and social maturity of the child are
consistent with the child's advanced mental ability.
-
The parent or guardian has signed approval for the accelerated
placement that is filed with attendance documentation that is
accessible to state auditors.
What forms and documents do I need to register?
All registration forms must be complete and signed by the parent or guardian prior
to registration. The packet will not be accepted and your child will
not be enrolled if there is any missing information, documents, or
copies. Bring originals and a copies of residency, immunization and
birth documents.

Completed and signed by a physician within one year prior to the date the child enters school.
Form D: Health Examination for School Entry
Completed and signed by your physician after March 1st of the year the child enters kindergarten or first grade!

How are children assigned to a school?
The school of residence is the school a child would normally attend based on his/her address.

Important Note!
Unfortunately, there have been many occasions when realtors have given
parents wrong information about the attendance area of a particular
school. It is strongly recommended that parents verify the assigned school with the District
prior to purchasing real estate to avoid any surprises. Intra-district
permits are rarely granted and only under severe circumstances.
Students are assigned to their school of residence in order of enrollment
in the District. Once classes are closed at one school, all new
enrollees are registered where there is space. Under these
circumstances, the students are assigned to their school of residence
the following year. The later registration is complete, the
more likely is the chance that the school of residence may be full.

You are encouraged to visit classrooms at the school’s Spring Open House held in March or April. Call the school for the date and time.
What happens if the kindergartens at my school of residence are full?
By class size reduction law, the principal may not place more than
twenty children in a class. When kindergartens at a child’s school of
residence are full, the Registrar is required assign the child to the
other school that has space. Under Board Policy, this child is returned to his/her school of residence in the fall of the following school year.

When will I know the time-of-day my child is assigned?
The
principals have a goal of informing the parents of entering
kindergartners as soon as possible the time of day, morning or
afternoon, their children will be attending school. It is clearly
understood how very important this information is to parents in making
child care arrangements. However, it is nearly impossible to
finalize the kindergarten class rosters until just prior to the
beginning of the school year for many reasons.
To insure an
educationally sound program, classes must be reasonably balanced in
terms of class sizes, gender, exceptional and/or special needs, and
ethnic origin. The best laid plans for appropriate class balance can be
turned upside-down with last minute student withdrawal or enrollment.
In late August, adjustments to class assignments are nearly always
necessary. Therefore, for the educational benefit of all of the
children, it is necessary to finalize class assignments close to the
time school opens.
If I don’t know what time of day my child will be assigned, how can I make daycare arrangements?
We apologize for the inconvenience in advance, and ask parents to be
patient and anticipate alternate plans for child-care needs. Parents
who need flexible daycare options may wish to investigate the City of
San Marino Department of Parks and Recreation Kindercare Program http://www.cityofsanmarino.org.
Located at Stoneman School, this program offers transportation
to-and/or-from kindergarten. It is available at a reasonable cost in
the morning or afternoon depending on the child’s class assignment and
parents’ needs.
How are children assigned to classes?
Assigning a child to a class is made in the context of what is best for
each child and for the group as a whole. All of the following factors
are taken into consideration by the principal. These factors are not
considered in the order that they are listed below, and with the
exception of a federally mandated placement described in an existing
Individual Educational Plan (IEP) or Section 504 Plan, the decisions
are not made based on one factor alone.

Mandates of a child’s Individual Education Plan (IEP) and/or Section 504 Plan

Reasonable balance of children in consideration of educational needs,
gender, twins/triplets, and ethnic origin.

Delayed enrollment or retention in kindergarten

What factors may not be considered during placement?
The
following circumstances are understandable reasons on which parents
base their preferences, but because they are the same for nearly
everyone, it is not appropriate to use them as criteria for placement
decisions.
How will my twins/triplets be assigned?
Unless the parent submits a written request for an alternate course of action prior
to class assignment, all of the children from one family who are in the
same grade level will be assigned to the same time slot and each child
will be assigned to a different teacher.
